General functions:

Working under the overall supervision of the Regional Migration Health Assessment Coordinator, the Health Programme Officer responsible for regional coordination, and Health Programme Officer for Somalia, under the direct supervision of the National Health Programme Officer for South Central Somalia based in Nairobi, and in coordination with the migration health teams in Hargeisa and Garowe, IOM Somali Unit in Nairobi, and colleagues in the IOM regional support team for health, the incumbent will perform programmatic and administrative tasks related to the implementation of the IOM health programme in South Central Somalia, and provide backstopping functions as required for the health programmes in Somaliland and Puntland.

Essential Functions:

  • Assist in implementing the start-up activities of the programme including liaising with National Health Programme Officers in the field in finalizing agreements local partners.
  • Assist the Health Programme Officer in Nairobi and the National Health Programme officers in the zones in monitoring the activities of all partners in the field including partnership agreement fund disbursements, narrative and financial reporting as per IOM and Global Fund guidelines.
  • Provide administrative support to the overall Somali health programme including but not limited to:
  1. following up matters/issues with zonal coordinators/National Health Programme Officers and local partners in the field on reporting project activities,
  2. coordinating the procurement, logistics, travel, payments, and other administrative issues through IOM support units,
  3. provide logistical support in organizing workshops and meetings.
  • Assist in performing programmatic tasks such as information gathering (e.g. literature search), coordinating press releases, upkeep of project information databases, and other programmatic support as needed.
  • Assists the Health Programme Officer in drafting project development proposals for health in Somalia including conducting research in collaboration with IOM sub offices in Somalia, Migration Health Department, Project Development and Implementation Unit, and Somalia Unit in Nairobi.
  • Undertake literature research as needed.
  • Coordinate with MHD programme assistant in Nairobi to ensure that the Somalia HIV aidshealth programme provides updated photos for the digital MHD library, updated information sheets, 2 pagers write up, and other publicity information, as needed.
  • Assists the Health Programme Officer in drafting project development proposals for health in Somalia including conducting research in collaboration with IOM sub offices in Somalia, Migration Health Department, Project Development and Implementation Unit, and Somalia Unit in Nairobi.
  • Performs any other duties as may be assigned from time to time.

Desirable Qualifications:

Education and Experience

  • Advanced Diploma in social sciences, or related field preferred.
  • A minimum of three years working experience in programming, preferably related to health and/ or HIV related.
  • Work and/or academic experience focusing on migrant/mobile, and or at- risk groups preferred. Health and or HIV related. Work in the Somali context an asset.

Skills and Competencies

  • Computer use including Microsoft Office, competency in the use of MS Publisher, website design, and Adobe Photoshop an asset.
  • Excellent communication skills both written and verbal; excellent organizational and multitasking skills; ability to work under time constraints and deadlines in challenging settings; ability to work in multicultural, multiethnic environments.
  • Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse background and levels of expertise.
  • Ability to work independently including critical thinking and being personally accountable for completing tasks; ability to adapt to changing environments and expectations; ability to work in a team and good interpersonal skills.

Languages

  • Excellent spoken and written English required.
  • Spoken and written Somali an asset.
