Qualified Somali Nationals are invited to apply for the

position of Programme Specialist, (CHEP) to be located at the UNICEF Bossaso office. The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organization needs, funding availability, and satisfactory performance.

Purpose of the Post:

Under the general guidance of the Chief of Field Office and the Chief of the CHEP section in Nairobi, the Programe Specialist is responsible for the formulation, planning, implementation, monitoring and evaluation of the CHEP programme within the Somalia country programme, with a special focus on protection issues.

More specifically, the post requires a high level of technical competence and negotiation skills in order to facilitate new programme development and promotion of protection principles in environments of weak civil governance.

Major duties and responsibilities:
  • Responsible for the overall management, monitoring and evaluation of the CHEP programme at zonal level, with a special focus on protection issues.
  • Undertake field visits and surveys to monitor and evaluate project implementation, identify problems and propose remedial action.
  • Identify alternative courses of action to accelerate/improve programme delivery.
  • Support development of annual work plans for the zone and undertake development of such at the national level.
  • Monitor compliance with the work plans to ensure objectives and targets are met and achieved.
  • Provide technical support to local authorities and non-governmental organisations at the national, zonal and local levels in the planning, development and implementation stages of protection programmes and project.
  • Plan, organise and conduct training and orientation activities for protection sector personnel (to be identified) for the purpose of capacity building at all levels within Somalia, and expansion of protection measures in these areas.
  • Responsible for the preparation of the protection cross-sectoral aspects of the Situation Analysis and its periodic update.
  • Prepare sectoral inputs to the Country Programme Recommendation (CPR) and all programme related documents, i.e. Plan of Operations and Annual Project Plans of Action.
  • Provide technical support to local authorities and non-governmental organisations at the national, zonal and local levels in the planning, development and implementation stages of protection programmes and project.
  • Plan, organise and conduct training and orientation activities for protection sector personnel (to be identified) for the purpose of capacity building at all levels within Somalia, and expansion of protection measures in these areas.
  • Participate in the formulation and development of country and interagency protection programme goals, strategies and approaches.
  • Plan and actively participate in programme communication and advocacy for protection of children, assisting other sectors to promote incorporate protection considerations in their relevant sectors.
  • Review and evaluate the technical, institutional and financial feasibility and constraints of protection programmes and projects, in collaboration with other partners.
  • Coordinate activities and ensure exchange of information with other programme sector, to contribute to the achievement of overall country programme objectives.
  • Ensure UNICEF representation in meetings with key partners, in consultation with the Chief of Field Office and the Chief of the CHEP section in Nairobi.
Qualifications, experience & Skills
  • Advanced University degree in social sciences and other related field
  • Five years of professional work experience at the national and international levels in child protection, advocacy, communication, programme formulation, management, monitoring and evaluation in related field, some of which has been in direct humanitarian programme interventions and operations.
  • Current knowledge of development and technology in related field. Proven ability to conceptualise, develop, plan and manage programmes as well as transfer knowledge and skills.
  • Knowledge of the latest issues, development and trends in emergency, human rights, child rights, child protection, children in armed conflicts, mine awareness, humanitarian affairs and related areas.
  • Versatility, judgement, maturity, ability to work in a team, cope under stressful and difficult conditions, political and cultural sensitivity.
  • Fluency in English and another UN working language. Knowledge of the language of the duty station an asset.
  • Excellent analytical, negotiation, communication and advocacy skills.
  • Ability to work in an international or multicultural environment.
  • Knowledge and use of computer application, i.e. word-processing, spreadsheets, databases, presentation tools, etc.
