General functions:

Working under the overall supervision of Regional Representative and Health Programme Officer, under the direct supervision of Health Programme Officer for Somalia, and in close coordination with the IOM sub-offices in Somaliland and Puntland, the Somali Unit in Nairobi, and colleagues in the regional support team for health, the incumbent will implement the IOM Somalia Health and HIV Programme for South Central Somalia.

Essential Functions:

  • Specifically responsible for the implementation of all health and HIV activities related to South Central Somalia, as well as backstopping for health and HIV colleagues in Somaliland and Puntland.
  • Supervise Health Programme Assistant and other health programme staff based in Nairobi, covering South Central Somalia.
  • Responsible for initiating and leading the start-up activities of the programme, including recommendations to finalize agreements with local partners.
  • Responsible for monitoring and reporting the activities of all partners in the field, including partnership agreements, funding disbursements, narrative and financial reporting, as per IOM, UNICEF, and Global Fund guidelines.
  • Responsible for monitoring the quality of activities undertaken by partners including technical content, budget spending, collaboration with stakeholders, etc.
  • Monitor progress of partners in implementing the programme, including adherence to workplan, timeframes, project log frame, and output tracking.
  • Manage the planning of baseline assessment in risk zones and other assessments, as part of the project and overall health programming activities, including providing assistance to the consultants in methodology development, data collection, analysis, write-up, and dissemination of findings.
  • Conduct field visits to project sites to monitor actual progress of the programme, as security procedures allow.
  • Manage the development and roll-out of IEC and BBC materials to be developed at the beginning of the project.
  • Assist the Health Programme Officer for Somalia in drafting and developing donor reports, press releases, and management of public information related to the programme.
  • Liaise with AIDS Commissions, stakeholders, and partners in the field on matters related to health and HIV/AIDS including provision of technical leadership where indicated.
  • Undertake rapid needs assessments to advise development of health and HIV programming, as requested by supervisor.
  • Identify health programming opportunities in Somalia – within and beyond the field of HIV – through liaison with health partners, identification data needs, and development of concept notes for resource mobilization, in close collaboration with government and IOM colleagues.
  • Attend all relevant field level health and HIV meetings including meetings held by the AIDS Commissions, as requested by supervisor.
  • Perform any other duties that may be assigned from time to time.

Desirable Qualifications:

Education and Experience

  • University Degree in social sciences, public health, or related field required. Postgraduate degree preferred, in public health or related field.
  • A minimum of three years working experience in programming, preferably health and or HIV related is required.
  • Work and/or academic experience focusing on migrant/mobile and/or at risk groups preferred. Work in the Somali context an asset.

Skills and Competencies

  • Computer use including Microsoft Office, competency in the use of MS Publisher, website design, and Adobe Photoshop an asset.
  • Excellent communication skills both written and verbal; excellent organizational and multitasking skills; ability to work under time constraints and deadlines in challenging settings; ability to work in multicultural, multiethnic environments.
  • Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse background and levels of expertise.
  • Ability to work independently, with flexibility, ability to work in a team and good interpersonal and negotiation skills.

Languages

  • Excellent spoken and written English required.
  • Somali language ability is an asset.
