Job Title: Director, COMESA Competition Commission

Salary Scale /Grade:
 P5: COM$58 980 COM$69 600 per annum, including allowances

Duty Station:Blantyre, Malawi

Purpose of the Job

The Director will be

the Chief Executive Officer and most senior staff position in the COMESA Competition Commission.

The successful applicant will be appointed by the COMESA Council of Ministers.

The Director will report to and will be required to implement the decisions of the Board Commissioners.

The Director will also need to work with national competition authorities within and external to the region.

The successful applicant will have high level management experience and a proven track record of leadership in a significant area of regulation or law enforcement, either at regional or national levels.

Functions of the Director

The Director shall perform his duties in accordance with the COMESA Competition Commission's Code of Conduct, and upholding the COMESA Competition Commission Values, to achieve results in line with the corporate mission and goals of the COMESA Competition Commission.

The duties shall be:
  • to provide high quality advice to the Board of Commissioners, on key strategic, legal and economic matters;
  • to manage the staff of the COMESA Competition Commission and provide high level strategic direction;
  • to represent the COMESA Competition Commission at the highest levels in industry and Government, regionally and internationally;
  • to work and co operate with national competition authorities and consumer protection agencies on matters of competition and consumer protection,
  • have the primary function of establishing systems, procedures and institutional processes of the Commission;
  • work to raise the profile and public perception of the Commission and of the need for enforcement of competition regulations in the COMESA Customs Union;
  • establish strategic alliances with national and international organisations which may be in a position to provide financial and technical assistance to the Commission through secondment of experts and technical advisors on competition law and policy. These should include international organisations as well as competition authorities and other organisations with a primary mandate on competition matters; and
  • Any other relevant duties assigned by the Board of Commissioners.
Qualifications

The right candidate should:
  • be a national of a COMESA member State;
  • have an advanced degree (at least a Masters) in Economics, Commerce, Law, Business Administration or related field;
Experience
  • have a minimum of 10 years practical experience in the enforcement of competition law and policy and consumer protection;
  • be older than 35 years.

The suitable candidate to be Director of the Commission should have the following attributes:

Knowledge of Language
  • Candidates must be proficient in the English language.
  • A working knowledge of French would be an added advantage.
Applicants should note that the Regulations specify that the Director shall: 
  • be a citizen of a Member State;
  • hold office for a term of five years and shall be eligible for re appointment only for one further term of five years,
  • Commissioners shall not be eligible for appointment as the Director of the Commission.
