Technical Advisor (TA) Agricultural Research and Extension
(Sudan MDTF—SS Grant No. TF 091282)

The Support to Agriculture and Forestry Development Project (SAFDP) is co-funded by the Multi-Donor Trust Fund for the Southern Sudan (MDTF-SS) and the Government of Southern Sudan (GoSS) and administered by the International Development Association (IDA).

It aims to enhance physical and technical capacities at the GoSS as well as at the State and Local Government levels; recognizing the multi-sectoral dimension of agricultural productivity.

The SAFDP supports initial actions towards the reform process of the Southern Sudan National Agricultural Research and Extension System(s) (NARES) as an integral part of the rural development strategies.

A significant proportion of the project funding is to support:

i)
the development and establishment of pluralistic and responsive agricultural and forestry extension service systems including thorough pilot innovation grants (aiming at increased productivity and marketed output of farming and forestry-based communities and community natural resource management) and,

ii)
setting up an effective networked research system whose activities are targeted, demand-oriented and geared at generating impact.

Purpose of the EOI

The purpose of this call for EOI is to identify a Technical Advisor, with experience in the post-conflict context; to conduct and guide the national researchers in the implementation of selected adaptive research activities with immediate impact.

The TA should also have experience in agricultural research and outreach in similar agro-ecological systems, to advise MAF on both immediate and medium-term process of change required for implementing current demands, re-structuring and re-orienting the research and advisory services system, the adoption and implementation of the stakeholder approved reforms by public, private service providers and clients of agricultural research.

Specifically the TA will:

a)
provide management facilitation skills to the Directorate of Research and Extension of the MAF through management support to the Directorate in the areas of agricultural research and extension planning and implementation;

b)
guide the national scientists in responding to and to rationalise various adaptive research demands that have been identified by the Project’s stakeholders through the implementation of the SAFDP; thus, provide leadership to a core team of 5 national tists and their partners in the implementation of agreed research activities; and

c)
facilitate the process of drawing up guidelines and strategic options for the:

  • establishment of appropriate governance and management structures for the new pluralistic agricultural research system at different levels,
  • establishment of the National Agricultural Research Council,
  • empowerment of clients of research to access such services and information,
  • sustainable funding of the new system including competitive grant schemes,
  • development of private sector capacity to contribute to agricultural research delivery and
  • agro-ecological/administrative decentralisation and transformation of the present public agricultural research and extension setup and institutions to maintain optimal core capacity.

MAF-SAFDP now invites eligible individual consultants, to express their interest in providing the above mentioned services.

Interested candidates must provide the following information:

  • Professional qualifications and experience for the individual,
  • Expert qualification in the required fields such as similar assignments executed and key competences, and
  • He/she should be a holder PhD in Agriculture/Crop Sciences with at least 10-15 years experience in the field of research in Crop Science and in managing research programme in an International Research Organization.
