Conducting a Geographical Size Estimate of Injecting Drug Users (IDUS) and an Assessment of HIV Prevalence and Related Risk Behavior among IDUS in the GeneralPopulation in Kenya

1. Background

UNODC on behalf of the Joint Programme of Support on AIDS, and in partnership with the National AIDS Control Council, aims to carry out a rapid situation assessment on the prevalence of HIV and related risk behaviours among IDUs in the general population with a view to inform policy formulation and strategic programming and interventions.

The assignment will be carried out by a

consultancy firm with relevant experience and competencies.

2. Objectives
  • To update information on HIV prevalence and risk behaviours among IDUs in the general population;
  • To establish geographical distribution and size estimates for IDUs in the general population, using respondent driven sampling methodology.
  • To determine services available for HIV and AIDS prevention, care and treatment among IDUs in the general population;
  • To document service delivery gaps for comprehensive HIV and AIDS prevention, care and treatment among IDUs, especially on outreach services and VCT in the community;
  • To make recommendations for a comprehensive action plan on HIV and AIDS prevention and care for IDUs.
