CARE International in Kenya: Human Resources Coordinator and Tractor Driver Jobs

CARE International in Kenya is looking for suitable candidates to fill the following positions based in the Emergency and Refugee Operations (ERO) Programme Dadaab, Garissa North Eastern Province.

1. Human Resources Coordinator

Job Summary:

Reporting to the Senior Programme Manager ERO, the HR Coordinator is responsible for the transparent implementation of HR strategies and effective delivery of HR services and management of the HR unit in Dadaab.

She/he assess client needs, interprets and applies HR strategy and policies, rules and regulations, establishes internal procedures and provides solutions to

a wide spectrum of complex HR issues in liaison with the HR Manager.

The HR Coordinator shall promote a collaborative, client – oriented approach and contributes to the maintenance of good staff morale in liaison with the senior management team.

Responsibilities and Tasks:
  • Management of transparent and competitive recruitment and selection processes including ensuring updated job descriptions, proper job classification, vacancy announcement, screening of candidates, organizing and facilitating interview panels, making recommendations on recruitment.
  • Facilitate knowledge building and knowledge sharing in CARE Dadaab by designing and implement training for programme and support staff Participate in and contribute to training needs analysis and surveys to determine appropriate training strategies.
  • Effective implementation of the internal control and proper design and function of the HR Management system through proper interpretation of HR policies and regulations and advice management and staff on their applications, taking into account their particular needs.
  • Ensure proper employees leave management within the programme and that the leave policy is applied in accordance with regulations.
  • Hold regular workshops to disseminate the leave policy and explain to staff what their leave entitlement is.
  • Act as the focal point for the programme with respect to the handling and administration of complaints, rebuttals, disciplinary and termination/ dismissal actions.
  • Advise management on the process of handling disciplinary cases and interpret CARE’s polices and legal statutes regarding each particular case after weighing its merits/demerits.
  • Support managers in establishing annual personal development plans for their teams and direct reports as part of the CARE’S annual appraisal process.
  • Coach and support managers to performance manage their staff, ensuring that assessment of performance is objective and that poor performance is addressed appropriately.
  • Manage human resources requirements for a large number of refugee incentive workers within the programme.
Qualifications and Competencies
  • Advanced degree in Human Resources Management or any relevant field or a first degree in Social Sciences with a post graduate Diploma in Human Resources Management
  • At least 5 years relevant experience in an International NGO
  • Excellent knowledge of Kenyan labour legislation.
  • Working knowledge of Ms- Office Computer packages.
  • Excellent interpersonal and negotiation skills with ability to engage diverse range of employees
  • Excellent presentation and communications skills, written and verbal
  • Experience of developing and delivering learning events and workshops including a range of facilitation methods and styles to optimize learning
  • Excellent Knowledge of performance management and other HR processes
2. Tractor Driver

Job Summary

Reporting to the Sanitation Officer at the camp level, the incumbent will be responsible for the transport of garbage which is stored in skips, from the collection points at the camp level to the land fill where the skips are emptied.

The Tractor Driver supervises a team of loaders/solid waste workers.

Key Responsibilities
  • On a regular basis, carry out garbage collection from the collection points to the land fill and dispose as required.
  • Supervise the team of loaders and provide training on the job as necessary.
  • Participate in community mobilization sessions for effective waste management.
  • Daily up keep and regular maintenance of the vehicle allocated.
  • Carry out other transport related duties as assigned which include monitoring of water supply and operations in the boreholes. In addition, he will give support to the water supply officer (WSO) and the plant operation & maintenance staff.
  • Maintaining borehole logs for the 6 boreholes
Required Skills and Qualifications
  • Valid driving license class BCDE. Those with additional qualifications in driving articulated vehicles used in Garbage collection will have an added advantage.
  • At least three years relevant experience as tractor driver.
  • Good technical understanding and practices of handling tractors.
  • High School Certificate with good command of English and Kiswahili and able to write clearly in English.
  • Good communication and interpersonal skills
  • A First Aid certificate will be an asset.
  • Must have good leadership and team management skills.
  • Certificate of Good Conduct
