EAC Health Advocacy and Communication Officer (Sexual and Reproductive Health, Adolescent Health, Child Health, Population and Development) - (Donor Funded Project)

Reports to: Senior Reproductive Health Officer (Sexual and Reproductive Health, Adolescent Health, Child Health, Population and Development)

Organ/Institution: EAC Secretariat

Duration of Contract: Three (3) Years

Station: EAC Secretariat, Arusha - Tanzania

Main purpose of the Job:

The Officer holds primary responsibility for successfully initiating and conducting advocacy and communication initiatives in the implementation of the donor funded project named “Invest in adolescents- Building advocacy capacity in East Africa: 2010-2013” and also the “EAC Regional Strategic Plan on Sexual and Reproductive Health and Rights (SRHR) in East Africa: 2008- 2013” with special emphasis on identified priority Sexual and Reproductive Health, Adolescent Health, Child Health, Population and Development activities.

Duties and Responsibilities:
1. Build and maintain effective relations with EAC policymakers and stakeholders in order to improve EAC policies and resources dedicated to sexual and reproductive health, adolescent health, child health, HIV and AIDS, Sexually Transmitted Infections (STIs), population and development programs.
2. Implement EAC Community based health advocacy and communication activities.
3. Support the EAC Senior Reproductive Health Officer (Sexual and Reproductive Health, Adolescent Health, Child Health, Population and Development) in developing an EAC advocacy strategy and planning specific advocacy activities in relation to sexual and reproductive health, adolescent health, child health, HIV and AIDS, Sexually Transmitted Infections (STIs), population and development programs and related issues.
4. Coordinate research, monitoring, analyzing and reporting on EAC policies and funds affecting sexual and reproductive health, adolescent health, child health, HIV and AIDS, Sexually Transmitted Infections (STIs), population and development programs.
5. Coordinate and facilitate the establishment of a “Health Documentation and Information Centre” for EAC Sexual and Reproductive Health, Adolescent Health, Child Health, Population and Development Programme and other related health projects and programmes.
6. Initiate and coordinate EAC regional health advocacy and communication coalitions and liaise with other relevant stakeholders and partners in support of EAC sexual and reproductive health, adolescent health, child health, HIV and AIDS, Sexually Transmitted Infections (STIs), population and development programs.
7. Participate in the development of proposals and reports in support of advocacy and as part of effective monitoring and evaluation of sexual and reproductive health, adolescent health, child health, HIV and AIDS, Sexually Transmitted Infections (STIs), population and development programs.
8. Contribute to EAC media activities on advocacy issues as needed and work closely with Media and Public Relations teams to ensure that the communications strategy supports the advocacy work and vice versa.
Qualifications and Experience:
• A Bachelor’s degree from a recognized University in Public Relations, Social Sciences or Communication studies, with at least five years experience in undertaking advocacy and communication work in public health settings at national and/or regional level.
• Post graduate training in Public Health, Demography, Population and Development will be an added advantage.
Skills and Competencies:
• Good Communication and Report Writing Skills. Good Computer kills,
• Good Inter-personal skills, Good Analytical Skills.
