Grade: General Staff Category (G3 Equivalent)

Reports to: Senior Project Accountant – EAC Directorate of Finance

Organ/Institution: EAC Secretariat

Duration of Contract: Three (3) Years

Station: EAC Secretariat, Arusha – Tanzania

Main Purpose of the Job:

To assist in the management and administration of all the funds of the EAC Sexual and Reproductive Health, Adolescent Health, Child Health, Population and Development Programme and various EAC health projects and programmes in accordance with the existing EAC Financial Rules and Regulations and also the donor specific financial disbursement and reporting guidelines.

Duties and Responsibilities:
• Prepare payment vouchers, cheques, local purchase orders for all transactions relating to the Project.
• Reconcile ledger accounts of the projects and follow up of imprest given to staff travelling on official duties under projects.
• Post all journals related to project databases.
• Ensure that enough funds are available in the project accounts, and lodge the disbursement request once the balance amount is low.
• Prepare financial reports for accountability of the funds disbursed and analysis of accounts so that decision makers receive timely and accurate information.
• Monitor the expenditure of the programme funds and ensure that the amounts budgeted for under each item head is not exceeded.
• Ensure that all EAC Financial Rules and Regulations governing the use of funds are strictly adhered to.
• Prepare financial statements of the Programme databases at the end of each financial year.
• Facilitate internal and external audit activities and also provide necessary responses to any audit observations or queries from the relevant donors.
• Perform any other duties as may be assigned from time to time by the Senior Projects Accountant.

Qualification and Experience:

• A Diploma in Business Management or Accounting and must have successfully completed at least Part 1 of the relevant internationally recognized professional qualifications in Accountancy such as CPA 1 (K), CPA 1 (K), CPA 1 (T), ACCA 1, ICPAU 1, etc or equivalent with relevant working experience of not less than 5 years.
• Preference will be given to candidates with experience in donor-funded project management and financial reporting at regional or national level.
• Must have proficiency in various Computerised Financial Management Information Systems and software packages such as the Sun System Accounting Package and other main office computer packages.
